[vim/vim] runtime(bpftrace): add base syntax (PR #18999)

Problem: No syntax highlighting for bpftrace files.
Solution: Add basic syntax rules, which cover comments, keywords, strings,
numbers, macros and probes (the bpftrace specific items).
