[vim/vim] GTK4: Set minimum size of form widget (PR #20487)

Currently the form widget (which includes the drawing area) can be resized to a height of zero or a very small height (smaller then gui.char_height). Set a minimum height for the form widget so it cannot be resized smaller than gui.char_height.
