[vim/vim] readdirex('/') is slow on msys2 ucrt64 (Issue #19188)

Steps to reproduce

use vim --clean and input :echo readdirex('/'). Vim need over 10 second to get an result on my machine. But the result is only about 4062 byte.

Expected behaviour

return answer quickly as :echo readdirex('/c/')

Version of Vim

9.1.2081

Environment

msys2 ucrt64 termimal
vim compiled by msys2.org and installed by pacman
