[vim/vim] Don't check first word in the file with 'spellcapcheck' (Issue #20715)

In :h :spellr section there is a paragraph:

The 'spellcapcheck' option is used to check the first word of a sentence
starts with a capital.  This doesn't work for the first word in the file.
When there is a line break right after a sentence the highlighting of the next
line may be postponed.  Use |CTRL-L| when needed.  Also see |set-spc-auto| for
how it can be set automatically when 'spelllang' is set.

This doesn't work for the first word in the file. is not the current (9.2.780) real behaviour.

This is a good feature when editing git message. I think it is worth being implement :)

Emm... I tried to complie v7.0100 and that also didn't implement this. So this is an enhancement request.
