[vim/vim] runtime(sh): Keep function name patterns engine neutral (PR #19849)

Request less backtracking to function-name candidates for
Bash patterns with any regexp engine BUT force using the old
engine since the submitted patterns incur an additional
penalty, according to :syntime report, when the new regexp
engine is preferred.

Resolves #19847.
