Steps to reproduce

Vim does not respect the Windows display language or one of the preferred lanuages for the UI language. Instead vim uses the regional format.

Example: Windows display language is set to English (United States) and regional format to German (Germany). :language outputs:

Momentane Sprache: "LC_COLLATE=German_Germany.1252;LC_CTYPE=C;LC_MONETARY=German_Germany.1252;LC_NUMERIC=C;LC_TIME=Germa n_Germany.1252"

Expected behaviour

Vim should use the Windows display language or one of the preferred lanuages (if set) as its UI language.
