[vim/vim] tabpanel: fix cmdline menu not cleared (PR #18252)

fixes #18209

This will fix the issue where the current drawing will remain.
I think there should be a discussion about the tabpanel specification, but I don't think anyone will be opposed to this patch.
(Unless there is a problem with this patch 😄 )
