[vim/vim] Autocommand checks expand paths for empty events (PR #21449)

[mattn]

Skip filename expansion in has_autocmd() when an event has no registered patterns. With my Windows configuration, this removes 125 redundant path expansions and reduces median startup time from 259 ms to 246 ms across nine runs per build. Source and autocommand tests pass.
