[vim/vim] Add new tmux commands, options, enums in syntax file (PR #21442)

What does this change do?

These are just some of the new commands/options I thought were meaningful to include
in the syntax file (from among the myriad of other new ones, like *-style, *-format). All
gathered from the latest tmux manpage.

I think the grammar for tmux comes from another project. Its author set up something that scrapes tmux and routinely opens PR here to deal with this maintenance, I think you should check in with them there to sync up :-)
