nbstart-command vim patch

The 'nbstart-command' vim patch allows starting a netbeans session
from vim with the ':nbstart' command, and allows closing the current
netbeans session with the ':nbclose' command. There may be multiple
non-overlapping netbeans sessions.

The patch is available as a mercurial queue patch at:

http://pyclewn.sourceforge.net/vim-patches.html

I will keep the patch in sync with vim development source tree.
