[vim/vim] runtime(typescript): Update syntax, fix pattern memory usage with re=1 (PR #21423)

• Fix typescriptArrowFuncDef pattern memory errors when regexpegine=1.
• Add a test.

@kokosabu, maybe you could check this? While your PR fixed the exponential backtracking it can still easily blow up the memory usage.
