[vim/vim] Native support for XDG under Windows (Discussion #20420)

Has there been thoughts of natively support XDG under Windows like what is done under Unix/Linux/etc.? More and more tools are supporting XDG under Windows and it would be nice if Vim would allow for the moving of files there. Thoughts?
