[vim/vim] popup: add Popup, PopupBorder and PopupTitle highlight groups (PR #20208)

Add dedicated highlight groups so colorschemes can style general popups separately from the completion menu. All three default-link to Pmenu, preserving the current look. Explicit wincolor/borderhighlight still win, and info popups keep using PmenuSel.
