Norwegian (Bokmål) included twice

I notice that src/po/nb.po and src/po/no.po are identical, and both in
"Bokmål" Norwegian while "Nynorsk" Norwegian is not included. Is this
intentional? (On some softwares these "two official languages" of
Norway are included as nb_NO and nn_NO respectively; but when
"Norwegian" is taught to people from outside Norway it is usually the
Bokmål variant.)

The languages are very similar. I found the statement "The two
variants are 99 % mutually comprehensible". Thus it's better to use one
for the other than falling back to English.

All right, but is it intentional to have two identical po files, one
with the country name (no) where the language name (nb) should be, and
the other with the proper language name?

Yes, but I don't know how to use one file for both.
