[vim/vim] netrw doesn’t like URLs with no path component (#3314)

:e http://www.example.com

Produces this NetrwMessage:

**error** (netrw) not a netrw-style url; netrw uses protocol://[user@]hostname[:port]/[path])

Expected: fetch and show the page source, the same result as :e http://www.example.com/.

The / is part of the path and should be optional.

Vim 8.1.194 on Arch Linux and 8.0.1763 on Windows. This has been an issue forever and it annoys me every so often when I accidentally do it, but for some reason it took me until today to think, “I should report this as a bug”.
