[vim/vim] sourcing a buffer drops the line after a line of 248 bytes (after 8.2.4603) (PR #21392)

Problem:  Sourcing lines from a buffer drops the line after one that is
          248 bytes long: it is taken for the rest of that line.
Solution: Only read more of a line when reading from a file; a line of
          a buffer is taken as a whole.
