[vim/vim] command-line aliases (Issue #18879)

Vim's command-line does not support aliases similar to shells such as Bash or ZSH.

Add vim-aliases for in-place expansion of aliases
Describe alternatives you've considered
Ad-hoc command-line mappings or abbreviations often proposed, or leader mappings to a command-line command
Additional context
Historical baggage hinders abbreviations of useful commands such as :find (as likely :file came first) that would find more adaption if they could be more easily accessed, say :f similar to :e for :edit.
