[vim/vim] GTK4: Fix window getting smaller as UI elements are added/removed (PR #20388)

Fixes #20365. It looks like gtk_window_set_default_size() also includes any client side window decorations, so that must be accounted for. Before the GtkWindow size would be smaller than it should be in gui_mch_set_shellsize(), resulting in the number of rows in the drawarea decreasing each time.
