When trying to use netrw to display a directory on a remote server using "e sftp://@/home//" from a Windows 11 system, I get a blank file and a message "sftp://@/home//" is a directory. What I expected was a list of files and directories.
This worked on vim 9.1 (but with weird error message) but stopped when I upgraded to 9.2.

What I expected was a list of files and directories after specifying a URL to a remote system via sftp.

Unless I am missing something, you need to do :packad netrw after vim --clean as this one does not load packages by default

Yeah, apparently I was doing this "clean test" wrong. I redid the test with: vim --cmd "set loadplugins" and edited the bug report.
