[vim/vim] runtime(swayconfig): add additional criteria and hdr (PR #19884)

Sway 1.11 added security_context_v1 metadata as criteria:

• sandbox_engine
• sandbox_app_id
• sandbox_instance_id

Sway 1.12 will add the tag criteria for xdg_toplevel_tag_v1, as well as the hdr output option (with options on, off, and toggle).
