[vim/vim] argdedupe does not dedupe files opened through context menu on windows (Issue #9402)

Steps to reproduce

1. Select a file and select "Edit with Vim" in the right-click context menu
2. :argadd the same file again
3. :argdedupe
4. :args

Expected behaviour

I expect after running the command argdedupe that all duplicates will be cleaned

But it seems that any files that are opened with the context menu are not removed by the argdedupe command

Version of Vim

8.2.3890

Environment

OS: Windows 10
