[vim/vim] 'Ctrl + Alt' and 'Shift + Ctrl + Alt' does not work in gvim (Issue #10280)

Steps to reproduce

nnoremap :echo "SCM"
nnoremap :echo "SM"
nnoremap :echo "CM"
nnoremap :echo "SC"
nnoremap :echo "S"
nnoremap :echo "C"
nnoremap :echo "M"

in _vimrc

press and

does not work.
works as

Expected behaviour

'Ctrl + Alt' and 'Shift + Ctrl + Alt' work well.

Version of Vim

8.2.4822

That's intentional as Windows handles Ctrl + Alt as if it were AltGr, gVim was the outlier.
