[vim/vim] netrw: Regression in :Explore in v9.2.0748 (Issue #20939)

Steps to reproduce

1. vim -U NONE path/to/file (which exists)
2. :Explore
3. netrw opens an explore window on the current directory.

Expected behaviour

:Explore should explore the directory of the current file

Version of Vim

v9.2.0748

Environment

Linux.

Bisect shows that this behavior regressed in 48474e6 specifically.

Yup, that commit (and v9.2.0792) fixes it exactly.
