[vim/vim] getregionpos() wrong with blockwise mode and multibyte (PR #14805)

Problem: getregionpos() wrong with blockwise mode and multibyte.
Solution: Use textcol and textlen instead of start_vcol and end_vcol.
Handle coladd properly.
