[vim/vim] Terminal is slow when 'termwintype=conpty' on GUI Windows (Issue #19845)

mao-yining created an issue (vim/vim#19845)

Steps to reproduce

In gvim -u DEFAULTS --noplugin this can be reproduce.

But I can't reproduce this in gvim --clean and TUI.

The upper term is winpty and the lower term is conpty.

Expected behaviour

Output as fast as winpty

Version of Vim

9.1.0260

Environment

MS-Windows
GUI

Logs and stack traces

I tried to find out which option causing this bug, but even when my vimrc is empty, this will still exist.

Seem that is because I set 'rop' in gvimrc, and that didn't controlled by DEFAULT.
