By default gvim takes the size of the terminal where it was started. Is that what happens here?

So that would confirm what you said. However
Honestly, the whole behavior is funky, because on secondary screen, the GVim window gets maximized when terminal is maximized. That would be intuitive. But on primary screen, it does not maximize. Therefore I cannot compare the behavior of maximized window.

What is the output of :version ? Is this GTK 2 or GTK 3?
The window manager may also matter.
