[vim/vim] editorconfig plugin and git commit messages (Discussion #20940)

It seems to me that using the editorconfig plugin applies .editorconfig even when vim is used as git commit message editor.
I noticed this while working in a CRLF repo. That completely messed up my messages with commit.verbose (which include a separator line for the ignored verbose part, which apparently requires LF to work).
The line length setting is also applied, which changes the default automatic line breaks.
Would this be considered works as intended or should we exempt ft=gitcommit from editorconfig?
