patch 9.1.1482: scrolling with 'splitkeep' and line()

Problem: Topline is preemptively updated by line() in WinResized
autocmd with 'splitkeep' != "cursor".
Solution: Set `skip_update_topline` when 'splitkeep' != "cursor".
