[vim/vim] Prevent overwriting editing keys with keypad keys (PR #19644)

Suggested fix for the issue described in #19643. This patch depends on that pr, so github is going to be annoying with the diff. It is essentially the same as #19181, with test adjusted so that it fails before this patch and passes after.
