[vim/vim] Update default colorscheme for colorless environments (t_Co<=0) (Issue #20712)

habamax created an issue (vim/vim#20712)

Currently if a terminal emulator is broken and reports 0 colors and syntax is enabled, vim is quite hard to read, check an example C code (vim's buffer.c)

It would be nice to not highlight any syntax other than comments (with bold) as we do for all other bundled colorschemes, e.g. the same file with any of bundled colorscheme (here it is darkblue):

@chrisbra if you're ok with this, I can do a PR (only syntax and maybe linenr?).
