Test failure in Appveyor caused by patch 8.2.0921

Hi,

The MS-Windows tests are failing in Appveyor after patch 8.2.0921

(CTRL-W T in cmdline window causes trouble).

It looks like the test_cmdline.vim test hangs.

I'm afraid I see no way to abort the test. It will timeout after an
hour...
