[vim/vim] vim9 highlighting: comment for subsequent command is not highlighted (Issue #18448)

Steps to reproduce

command! -nargs=1 -complete=file Rg :term rg <args>
# command! -nargs=1 -complete=file Rg :term ++shell rg <args>

Expected behaviour

commented command should be highlighted as commented.
