[vim/vim] Session restoring windows does not take into account GUI tabline (Issue #20622)

64-bitman created an issue (vim/vim#20622)

Steps to reproduce

  1. Run set guioptions+=e
  2. Open Vim and create a equal horizontal split of two windows
  3. Run mksession
  4. Close Vim
  5. Open vim with -S Session.vim
  6. Top window should have a slightly bigger height than the bottom one.
    This also applies to session restoring terminal windows (in that case 'cmdheight' increases each time the session is restored). I'm also guessing stuff like the vertical scrollbars also affect the width distribution of restored windows.

Tested on GTK4 GUI, but probably happens with Win32 GUI as well.

Expected behaviour

Window sizes should stay the same as they were when the session was saved
