[vim/vim] more-prompt pager swallows empty newlines when scrolling up (PageUp / b) (Issue #21315)

gnarendran created an issue (vim/vim#21315)

Steps to reproduce

  1. Run Vim directly from the terminal with the expression:
    vim --clean '+echo join(range(1, 1000), "\n\n")'
  2. Press f (or Space / PageDown) to scroll down through the message pager. Note that numbers are separated by empty lines as expected.
  3. Press b (or PageUp) to scroll back up.

Actual behavior
When scrolling up (PageUp), all empty line separators vanish from the rendered screen area. If you then scroll down (PageDown) into previously unrendered text, their blank lines appear, but vanish again as soon as you scroll backward over them.

Expected behaviour

The text should retain its exact formatting (including empty newlines) when scrolling back up.
