[vim/vim] No :help cp-default in Ubuntu 24.04 vim version, despite it being on the welcome screen (Issue #16706)

- Run the
vicommand in a fresh Ubuntu installation - On the welcome screen of vim, "Running in Vi compatible mode..type :set cp-default for info on this" shows up
- In normal mode, type
:set cp-default<Enter> - Gets "E149: Sorry, no help for cp-default"
Expected behaviour
Even in this stripped-down Vim version, instructions on the welcome screen should work. Perhaps we could force every correct vim compilation to have help for cp-default?
