[vim/vim] 'shortmess' option to hide undo/redo messages (Issue #20049)

Problem

When doing undo and redo, Vim and Neovim shows messages like

1 line less; before #1  1 second ago

There is no way to hide these messages. I personally think the messages are not very useful, except when the message is stating that "Already at oldest change" or "Already at newest change".

Expected behavior

It would be nice to have an option, e.g. as part of shortmess, that 1) fully disables the undo/redo messages, and/or 2) disables all undo/redo messages except messages indicating oldest/newest change.

For disclosure: I first raised this issue in the Neovim project: neovim/neovim#39227. There it was suggested that this request is equally relevant in Vim and Neovim and that it would be better if the issue is resolved first in Vim with a subsequent port of the patch to Neovim afterwards.
