matchfuzzy( ) and matchfuzzypos() functions

Hi all,

I have addressed all the feedback about the matchfuzzy() and the
matchfuzzypos() functions and this has been included in 8.2.1726.

This includes the support for multibyte characters.

Let me know if you have any problems in using these functions.
