[vim/vim] runtime(rst): set suffixesadd for rst (PR #19149)

Add .rst to suffixesadd. This allows gf and similar commands to work for
rst documentation such as in the linux kernel Documentation.

LGTM!

Once upon a time, reST preferred .txt, to emphasize its readability, but even docutils seems to have shifted to .rst.
