[vim/vim] Error wrt missing registers when executing `:registers` on Vim with -clipboard and without GUI (Issue #19161)

Coacher created an issue (vim/vim#19161)

Steps to reproduce

1. Have Vim with -clipboard and without GUI
2. vim --clean
3. :registers
4. Error W24: Clipboard register not available. See :h W24 is shown

Expected behaviour

No error is shown.

My guess Vim tries to query * or +.
