[vim/vim] update plsql.vim for Oracle version 19c (PR #10289)

Per email discussions, modernizing plsql.vim syntax file to Oracle 19c. Multiple enhancements.
I assumed maintainer status and in the comment header link to my github repository vim_plsql_syntax.

Thanks for the update.

There's a few config variables in there that use the c_ prefix rather than plsql_. E.g., c_bracket_error and the assorted whitespace error config variables.

Apologies. I brought those in from another contributor and was not paying attention to the convention (which I wasn't really aware of anyway :) ).

I will fix and push a commit.
