Vietnamese civil servants accused of bribery in embezzlement case

HANOI, Oct 13 (AFP) - A total of 117 civil servants have been accused of taking
bribes to help embezzle 500,000 dollars from a project to combat poverty in the
northwestern province of Lai Chau, a report said Friday.
The main alleged culprit, Trang Hung Son, a former director of a local
construction company, and his 10 accomplices, all of whom were managers in
state services, were arrested for corruption after the incident came to light
in 1999, the Thanh Nien youth newspaper said.
They had bribed 117 civil servants working in various government sectors in
order to embezzle seven billion dongs (500,000 dollars) designated for a road
construction project for residents in the mountainous district of Muong Te, one
of the poorest areas of Vietnam.
The misappropriation was executed by falsifying documents with the collusion of
the civil servants, whose arrests were neither confirmed nor denied on Friday
by the authorities and the provincial police.
Apart from Son, several other directors and assistant directors of state-
controlled companies were among the corrupt executives arrested for bribery,
Thanh Nien reported.
Thousands of executives and civil servants are brought to trial each year on
charges of corruption, which has become endemic across all sectors of central
and local government.
Last year, several local top officials were dismissed from their positions
after pocketing sums of money and goods destined for the victims of serious
flooding that affected several provinces in central Vietnam.
