Vietnamese Immigrant Statistics in context of MOU

I've just compiled a Vietnamese Immigrant Statistics table based on
the American Community Survey 2006 PUMS. For relevance to this issue,
I've chosen Year of Entry and Citizenship Status, and on the second
sheet, Year of Entry, Citizenship Status, and English-speaking
Ability.

Summary of estimates:

Vietnamese who came into the country 1995 and after and are non-
citizens: 178,289

Vietnamese who came into the country after 1995 and after, are non-
citizens, and whose English-speaking ability is NOT WELL or NOT AT
ALL: 106,170

We're talking about a little above 11% of the Vietnamese community
require a "Know Your Rights" education campaign to warn about
aggravated felonies, legal options, and the deportation process. The
campaign needs to be conducted both in English and in Vietnamese.
