Colleagues:

You are invited to a meeting of the Thematic Working Group on Environmental Impact Assessment and Strategic Environmental Assessment (EIA/SEA TWG) on March 9, 2:00-4:00 pm at MONRE, 85 Nguyen Chi Thanh Street, meeting room 701. This invitation is extended from Mr. Mai Thanh Dung, Director of Environmental Impact Assessment at MONRE and Mr. Douglas J. Graham, Environment Country Sector Coordinator, World Bank, Co-Chairs of the TWG.

The TWG operates under the Aid Effectiveness Forum (AEF). The recipients of this email (bcc'd in this message) are those persons subscribed to the EIA/SEA TWG Google Group Distribution List (see further information below), AEF members, government officials working on EIA and SEA as nominated by MONRE, and representatives of various donor and NGO agencies involved in EIA to the best of my knowledge (apologies for omissions). Other interested persons are welcome to attend; please feel free to forward the invitation.

AGENDA

- Welcome by Leader of MONRE
- Introduction by Co-Chairs (Mr. Dung, Director Environmental Assessment Department, MONRE & Mr. Douglas J. Graham, Environment Sector Coordinator, World Bank)
- Self-Presentation of Participants
- Four 10 minute presentations:

i) MONRE presentation on current status of new decree and circulars approved in 2011, forthcoming legislative and regulatory developments, key EIA priorities for MONRE for 2012, opportunities for collaboration

ii) ADB presentation by Mr. Phuc covering key ADB activities, in particular plans for consultations on Country Safeguard Strengthening Action Plan (CSSAP)

iii) World Bank presentation by Mr. Douglas J. Graham on upcoming World Bank activities, in particular plans for strengthening national capacity (in part with AusAid funds), status of P4R pilot of safeguard systems, and planned safeguards work on REDD

iv) Presentation by Mr. Jiri Dusik on a new two-year EU-funded advisory programme (EUR 0.5 million) to the Ministry of Construction "Adapting Urban Plans to Climate Change in Vietnam through the use of Strategic Environmental Assessment". This project is funded by the Nordic Climate Facility and it will involve development of technical guidance, pilot/demonstration projects in 7 cities, capacity development and evaluation of lessons learnt.

- Information Sharing session to allow other participants to share key information

- Discussion, with a focus on how to enhance donor-government collaboration, donor-donor cooperation, and ongoing harmonization of EIA/SEA
