I’ve written a short Substack piece on the leadership changes in Hanoi. Tô Lâm has taken the presidency, and Lê Minh Hưng — at 55, still young by the system’s standards — has been installed as prime minister. The shift completes Vietnam’s move toward a single centre of gravity and adopts Beijing’s “core leader” framing more explicitly.
