Vietnam's Horrendous Floods.

You've probably caught the odd headline over the past five months as one typhoon after the other -- 13 in all -- have struck northern and central Vietnam, the latest around Nhatrang.  That and continuous rains.  What a cost it's been. 

Here's a roundup of what's happened and asks an intriguing question about the regime's Mandate of Heaven.  People are indeed wondering about the meaning of all this.
