Some ridiculous attacks in DS3, such as Gael's grab attack in the first phase (the one where a literal greatsword is plunged through you) don't do as much damage as you'd expect them to up until around NG+7. But for Sekiro? Oh, if you so much as stub your toe on a blade of grass, you have a stroke and forget how to breathe!
