Thanks 'mjs' for the solution, the stuttering video put me off using VDH before as I already had another HLS downloader that downloaded as .mp4 without the stuttering, but that now suffers on finding the download link, so VDH is now working well for me with HLS downloads.
Just sharing back some tips about the m2ts download format and how to quickly convert them to mp4 if preferred and another useful tool below to correct already downloaded videos that stutter.
MediaInfo (light, bundled with MPC player) suggests the following extensions are more suitable for the m2ts format: ts m2t m2s m4t m4s tmf ts tp trp ty (changing .m2ts to .ts can make the file more compatible with players and devices).
To quickly convert (in seconds and without loss) to .mp4 (mp4 container) then you can use 'Convert' in VLC player, on top menu 'Media -> Convert / save'. Then add the file (or files) and at the bottom drop-down select 'convert'. In the settings (of the 'Convert' menu) select the convert option and leave others unselected, then click the 'create new profile' button to create a mp4 conversion profile (first time only) as follows:
In 'Profile name' enter 'Video DL to mp4' (or the name you prefer). 1st tab is 'Encapsulate' select option 'MP4/MOV', 2nd tab is 'Video codec' select options 'Video' and 'Keep original video track'. 3rd tab is 'Audio codec' select options 'Audio and 'Keep original audio track'. Press 'save' to save the profile.
Continuing on the 'Convert' menu, you can now select the new profile (above), press the 'Browse' button to specify the destination (change extension to .mp4), then press 'start' and the conversion should complete within seconds. If you added more than one file then they will all be converted (one after another) with the .mp4 extension added to their original names.
If you already have some stuttering downloaded videos that you want corrected then the following free video editor can help:
avidemux.sourceforge.net I'm still using the final 32bit windows version (avidemux_2.7.7 r210228) from 2021 and it works well (see the nightly download link at the top of it's web page). Once installed then open those stuttering mp4 videos and you'll get a warning about errors in their B frames, select ignore / cancel (i.e. don't correct them). With the video now loaded it should play without stuttering, if so then you can use that tool to re-encode it as required.
