Validity of Video Conversion Registration / Licence for Chrome after reinstalling PC

I want to buy a Video Conversion Registration for Chrome on my current Windows PC but I´m planning to reinstall the OS, possible even change to Linux. Please what is the licence tied to? My email or one PC or current installation of OS only?

Note that licenses are different depending on the browser (Firefox, Chrome and Edge), but not on the OS.

Also note that on Linux, there is no license, the add-on behaves directly as if you had a license.
