Download error tunneling socket could not be established, statusCode=407

I am trying to download videos from you tube, and get this error code
tunneling socket could not be established, statusCode=407
What does it mean, and how do I resolve it?
VDH 7.2.0
Platform Win x86-64
Browser Mozilla Firefox 58.0.2

I have the same problem, but I can't seem to find the response.  How can I resolve this problem, please.

Are you using a proxy to access the internet ?

Yes ,but I thought that I shut it off to download.
