Not what I see. When I click the link in the original poster's post, I get this:

At least one of the languages there is French so I can understand what it says. What you can see here translates as:

If you scroll the page down, there's a captcha you're supposed to fill in, a box that is supposed to display terms & conditions but doesn't, and another button you're supposed to click. The button has only Japanese in it, not French, so I don't know what it says. I would guess it says something along the lines of, "Click here to complete the subscription process."
I also tried manually entering
video.laxd.com into the URL bar & hitting enter. That just sent me back to the 403 page again.
I ran the URL through Google Translate & very curiously, it said it detected a web page in English, not Japanese. I admit I'm guessing it's Japanese. I don't speak Japanese, Chinese, or Korean & this looks to me like one of those. The box with the terms & conditions actually displays in English on the translated page. The button at the bottom says that by clicking it, I am accepting the terms & conditions. It's basically the same thing as the French/Japanese page. It wants me to give them my E-mail address & sign up. Not going to happen.
There must be some sort of geoblocking going on here because I can't get into the site at all.
